das HTML Help ActiveX Control funktioniert definitiv nur mit dem Internet Explorer.
Falls du unbedingt die Funktionalität des TOC oder des Index für Netsacep benötigst, bleibt dir nicht anderes übrig, als mit dem HTML Help Java Applet zu arbeiten.

die Anzeige des TOC und Index von HTMLHelp ist als Windows basierte Hilfe auf der ActiveX Technik von Microsoft aufgebaut. Mit Netscape funktioniert dies so leider nicht.

- man kann auf ein mit Fehlern (z.B. Rollbalken) behaftetes Java Applet ausweichen; siehe Beispiel von Thomas Schulz auf dieser Seite:

Bei der großen Verbreitung des Internet Explorers ist es allerdings fraglich, ob der Aufwand lohnt. Möglichkeiten für eine "stille Installation" des Internet Explorers sind im Internet beschrieben.

Der nachfolgende Newssgroup Auszug ist vielleicht nützlich (beachte plug-in!):

The scroll bars are failing and they don't work in Internet Explorer (IE),
too. Most people don't notice this error in IE, because the AxtiveX control
starts, when you start a uncompiled help system by a redirect file, to
switch to the browser type (IE, Netscape Navigator (NN), ...).

Microsoft dosn't support the java applet in future, so we will not see a
bugfix!
I think, one of Bill's (MS) programmer would only use some hours and many
users could start a better java applet. But such an old bug isn't on top of
the stack or not in the wishlist.
ActiveX is not the best for administrators and firewalls in Germany.

solution:
- use compiled HTMLHelp (CHM) or if not possible
- try to make your TOC and INDEX titles short
- blow up your navigation pane, that scroll bars must not appear
- use ActiveX when you have Internet Explorer
- use the following NEPTUNE, if you must use Netscape Navigator or others:

MeadCo's Neptune is a Netscape-compatible plug-in which hosts
Microsoft's WebBrowser control. It can be thought of as gateway
through which to launch Windows and Internet Explorer-specific
web applications from Opera and Netscape browsers. Any IE-specific
DHTML content and/or ActiveX control will work when embedded in Neptune. The
plug-in is available free of charge.

We'd like to inform you that Neptune plug-in now works with Internet
Explorer 5.5 SP2 and 6.0 Final releases. Neptune installation has been
updated to fix the following issue:
